If they have a big house and consistently use loads of power, the rate becomes competitive. But anything less than the biggest energy consumers will probably think this plan is too expensive.

4Change's Cash Money 12 plan seems to be referencing the Bill Credit that customers recieve at the 1,000 kWh usage threshold. This makes a pretty good dent into the energy charge for customers. So if you have a house and consistently use over 1k kWh, this plan becomes pretty good. The downside is that the plan has a $9.95 monthly recurring charge, which is high, and non-negotiable. Cancellation fee is $20 per month remaining on the customer's contract.
